公共气象服务供给侧结构性改革:一种“权-责-利”框架分析

On the Supply-Side Structural Reform of Public Meteorological Services——An Analysis Framework of“Power-Responsibility-Benefit”

公共气象服务是政府公共服务的重要组成部分,研究公共气象服务供给是推进服务型政府建设的重要内容。当前,我国公共气象服务供给侧结构性改革呈现社会化、市场化趋势,然而亦面临权力结构的体制障碍、权责界分的法制障碍以及公益私利的实践障碍。为此,基于“权-责-利”的分析框架,公共气象服务供给改革策略是通过优化权力结构、厘清事务与属性边界以及完善法制与制度体系,推进公共气象服务供给的扁平化、合作式以及规范化。

Public meteorological service is an important part of public service.Studying the supply of public meteorological service is an important part of promoting the construction of service-oriented government.At present,the change of the Supply-Side Structural Reform of public meteorological services in China presents the trend of socialization and marketization.However,it also faces the institutional obstacles to allocation of power structure,legal obstacles to the division of power and responsibility,and the practical obstacles to the division of public welfare and private interests.Therefore,based on the analysis framework of"power-responsibility-benefit",the reform strategy of public meteorological service supply is to promote the flattening,cooperation and standardization of public meteorological service supply by optimizing the power structure,clarifying the boundary of affairs and attributes,and improving the legal system and system.
