地表起伏对区域扶贫成本的影响浅析

指出了地表起伏度是地表起伏情况直接指标,同时也能反映地形复杂程度。地表起伏对区域经济发展、农业生产、地质灾害发育条件等具有重大影响,与当地人民的生产生活紧密相关。以贵州14个深度贫困县为例,通过模型获取了地表起伏度指数,并分析了其与贫困人口、财政专项扶贫资金分配的关系,从而探究了地表起伏度对区域扶贫成本的影响。结果显示:整体而言地表起伏度与财政专项扶贫资金呈负相关,同时地表起伏度与各县人口、贫困人口呈负相关;而与人均财政专项扶贫资金、贫困人口比例表现出正相关趋势,这表明地表起伏度越大,区域贫困程度越高,单人所需财政扶贫力度越大,所需扶贫资金越多,从而使得区域扶贫成本增加。

Surface relief was a direct indicator of surface fluctuations and could reflect terrain complexity.It had a major impact on regional economic development,agricultural production,and geological disaster development conditions,and was closely related to the production and life of local people.This study,taking 14 deep poverty counties in Guizhou as an example,obtained the surface relief index through the model and analyzed its relationship with the poverty-stricken population and allocation of the special financial funds for poverty alleviation,so as to explored the impact of surface relief on regional poverty alleviation costs.The results showed that:as a whole,surface reliefwas negatively correlated with the special financial funds for poverty alleviation,and was negatively related to the county population and the poor population.However,the per capitaspecial financial funds for poverty alleviation and the proportion of poor population showed a positive relationship with surface relief,which indicated that the greater the surface relief,the higher the regional poverty level;the greater the financial poverty alleviation required byindividuals,the more poverty alleviation funds required,thus increasing the regional poverty alleviation costs.
