摘要
大型项目决策中的公众参与可以提高项目决策的科学性、民主性和有效性进而降低社会稳定风险,但过多的公众参与可能导致项目决策成本增加。所以要为项目决策选择合适的公众参与模式,就需要项目决策者平衡这一矛盾关系。通过研究,设计了连续型公众参与模式库并且分析了影响模式选择的主要因素,以社会稳定风险最小化和项目决策成本最小化为双目标,建立了大型项目决策的公众参与决策模型。综合运用定性分析和定量分析,构建的决策模型适用性较强,对于项目决策者选择公众参与模式具有一定的参考和指导意义。
The public participation in project decision-making can help make scientific,democratic and effective decisions. It can also reduce social stability risks. However,excessive public participation may lead to the increasing of project decision-making costs. Therefore,it is necessary to balance this contradictory relationship to choose the most appropriate public participation mode for project decision-making. A continuous public participation model and several factors that affect the choice of model are designed. Finally,this study establishes a decision-making model of public participation in major projects with the aim of minimizing the risk of social stability and minimizing the cost of project decision-making. Through qualitative analysis and quantitative analysis,the decision-making model is verified with strong applicability,which can provide solid reference for project decision makers to choose public participation mode.
