基础设施共享过程中的技术采纳策略分析——以OPLC电信业务为情境

摘要 基础设施共享能避免重复建设,实现资源合理利用,在很多领域被广泛关注。OPLC电力光纤到户能在用户端实现通信网络基础设施的共享,是基础设施共享的典型情境。现有自上而下的技术采纳模型难以描述运营商个体行为和交互作用,与现实中基础设施共享过程有较大差异。因此,构建了一个以总成本最小为目标函数的运营商技术采纳模型,从最优解取值范围角度理论分析参数不同取值对两种基础设施技术采纳策略的影响。分析表明:①运营商对未来不确定风险的控制能力影响其最优策略,最优成本是关于控制能力大小的非增函数。②运营商业务需求比例外生时,总成本目标函数达到上界。③系统优化模型最优成本值是运营商个体最优成本值的下界。④运营商远见对最优成本值的影响受运营商对未来不确定风险控制能力决定。 Infrastructure sharing is widely concerned in many fields because it can avoid repeated construction and utilize resources rationally. OPLC(Optical Fiber Composite Low-voltage Cable) can achieve the sharing of telecom infrastructure on the client side, which is a typical situation of infrastructure sharing. The existing top-down technology adoption model is difficult to describe the individual behavior and interaction of operators, the result may be different from the accrual infrastructure sharing process. Therefore, a technology adoption scheduling model is constructed, with the minimum total cost of operator as objective function. Giving a theoretical analysis of the impacts of different parameters on the adoption strategies of two infrastructure technologies from the perspective of optimal solution range. The results show that:(1)Operators’ capability of controlling uncertain risks in the future affects their optimal strategy, and the optimal cost is a non-increasing function of the control capacity.(2)When the business demand ratio of operator is exogenous, the total cost objective function reaches the upper bound.(3)The optimal cost value of the system optimization model is the lower bound of the individual optimal cost value of the operator.(4)The impact of operator foresight on the optimal cost is determined by the ability that operators control the uncertain resks in the future.
