我国学术期刊论文增强出版的现状、瓶颈及推进策略

The Status Quo, Bottlenecks and Advanced Strategies of Enhanced Publishing for Academic Journals in China

作为学术出版核心主体的期刊方与数字出版平台商积极尝试学术论文的增强出版,但目前实践效果不佳。学术期刊分布散、规模小,单刊模式影响有限;数字出版平台商推出增强出版服务,但遭遇多重瓶颈:学术期刊运行体制及传统出版思维导致期刊参与动力不足;科研评价机制导致作者积极性不高;投入产出比不明晰,数字出版平台商投入风险大,推进乏力。广泛推行我国学术论文增强出版实践,仍需借力数字出版平台商,专业人做专业事;但应出台政策资助,降低投入风险,加速技术研发进度;强化增强出版价值,提升主体参与积极性;联合多方制订措施,激发作者参与动力。

As the key subjects of academic publishing, academic journals and digital publishers have tried enhanced publishing, but the effect is unsatisfactory. Academic journals in China are so scattered and small-scaled that their influence is very limited. Digital publishers advance the practices of enhanced publication, but encounter lots of bottlenecks. Specially, academic journals lack impetus because of China’s operation system of academic journals and editors’ traditional thoughts. China’s scientific research evaluation system leads to author’s low motivation. The uncertain input-output ratio of enhanced publishing results in great risk for digital publishers’ investment. To widely put enhanced publication in practice, we have to depend on digital publishers. Let the professionals fulfill the professional process. However, it is necessary to promote supporting policies so as to reduce digital publishers’ risk and expedite the technical research process. To mobilize the enthusiasm of editorial departments, digital publishers and authors, we should strengthen the values of enhanced publication. Finally, we should combine multiple forces to inspire authors to participate and support enhanced publishing.
