酒泉市妇幼保健机构人力资源配置与妇幼健康服务现状研究

Research on the Human Resources Allocation and Maternal and Child Health Service Status of Maternal and Children Health Care Institutions in Jiuquan Gity

目的掌握酒泉市市域范围内妇幼保健机构人力资源配置状况对其服务开展的影响,为实现妇幼保健机构的标准化建设和规范化管理提供参考依据。方法对酒泉市2008-2017年的妇幼保健情况年报、妇幼机构人员情况年报以及妇幼人员技术培训情况年报的主要指标数据进行回顾性分析。结果 2008-2017年酒泉市妇女儿童数显著增加,但是各级妇幼保健机构的工作人员特别是县级卫生技术人员数量变化不大;人员专业文化素质、学历和职称显著提高,但接受培训(进修)人数较少;标志着妇幼健康服务工作的主要指有所提高,儿童及孕产妇死亡率呈明显下降趋势。结论酒泉市各级妇幼保健机构均存在明显的人员编制紧缺、人员数量和能力不足的问题,影响和制约了妇幼保健机构业务的开展和服务的提供,建议增加妇幼保健机构的人员编制,建立健全合理有效的妇幼保健人才引进和培养机制;改变目前人力严重不足的现状,提高妇幼保健机构服务能力。

OBJECTIVE To grasp the influence of the human resource allocation of maternal and child health care institutions within the municipal area of Jiuquan on its service development,and to provide references for the standardization construction and management of maternal and child health care institutions. METHODS The main index data of maternal and child health report,personnel report and technical training report of maternal and children were analyzed retrospectively from 2008 to 2017 in Jiuquan. RESULTS The number of women and children in Jiuquan increased significantly from 2008 to 2017,but the number of health workers at all levels of maternal and child health care institutions,especially at the county level,changed little. Personnel professional cultural quality,academic qualifications,and professional titles had been significantly improved,but the number of people receiving training(training)was relatively small. The main indicators of maternal and child health services improved,while the child and maternal mortality rates showed a significant decline.CONCLUSION There were obvious problems of shortage of personnel,shortage of personnel and capacity in maternal and child health care institutions at all levels in Jiuquan,which had affected and restricted the operation and the provision of servicesof maternal and child health care institutions. A reasonable and effective mechanism for the introduction and training of maternal and child health care personnel should be estalished and improved;the current situation of serious shortage of manpower and improve the service capacity of maternal and child health care institutions be improved.
