摘要 综合管廊的投资额度大、运营周期长,各管线单位的使用者付费是维持地下综合管廊建设、运营管理的主要收入来源。使用者付费费用的不足会给当地政府财政支出带来压力。使用者付费测算费用过大会造成PPP项目运营风险过大,对项目招标、项目融资带来困难。文章主要筛选出影响各管线单位使用者付费的因素,采用专家法构建出使用者付费分摊系数的测算参考模型,最后通过实际案例验证了该测算方法的可行性。使用该测算模型能让使用者付费的费用收取更合理。 The investment quota of the integrated pipe gallery is large and the operation period is long. The user's payment for each pipeline unit is the main source of income for maintaining the construction and operation management of the underground integrated pipe gallery. Insufficient user fees will put pressure on local government finances. The excessive cost of user fee calculations has caused the operation risk of PPP projects to be too large, which has brought difficulties to project bidding and project financing. The article mainly selects the factors affecting the payment of users of each pipeline unit, and uses the expert method to construct the measurement reference model of the user's payment sharing coefficient. Finally, the feasibility of the calculation method is verified by actual cases. Using this measurement model can make the user's fee collection more reasonable.
