综合管廊的投资额度大、运营周期长,各管线单位的使用者付费是维持地下综合管廊建设、运营管理的主要收入来源。使用者付费费用的不足会给当地政府财政支出带来压力。使用者付费测算费用过大会造成PPP项目运营风险过大,对项目招标、项目融资带来困难。文章主要筛选出影响各管线单位使用者付费的因素,采用专家法构建出使用者付费分摊系数的测算参考模型,最后通过实际案例验证了该测算方法的可行性。使用该测算模型能让使用者付费的费用收取更合理。

Finally, the feasibility of the calculation method is verified by actual cases. Using this measurement model can make the user's fee collection more reasonable.
