针对河长制湖长制着眼生态河湖治理中的权力配置和制度耦合方面的失衡之处,要树立更长远、稳定的发展战略,完善配套制度。要全面推进水利综合执法,厘清改革后的制度脉络,提出切实可行的建议,助力江苏省水利现代化建设。

With the continuous progress of the reform of law enforcement mechanism of ecological and environmental protection in Jiangsu Province, new problems in the existing relevant systems have gradually emerged. In view of the imbalance between power allocation and institutional coupling in ecological river and lake governance, it is imperative to establish a long-term and stable development strategy and improve supporting systems. With the method of comprehensively promoting the comprehensive law enforcement of water conservancy, the institutional framework of the present stage after the reform is clarified, and feasible suggestions to help the modernization construction of water conservancy in Jiangsu Province are put forward.
