上海实现河长制从“有名”到“有实”的实践与思考

Effectiveness and results of river chief system implementation in Shanghai Municipality

全面推行河长制湖长制以来,上海治水管水工作取得显著成效。针对水环境突出问题和短板,上海积极探索治水管水“五实”工作法。从压实河长责任、夯实治水基础、抓实机制创新、做实长效管理、落实治水效果五个方面,总结做深做实河长制的做法及成效,以期为类似地区提供参考借鉴。

Since the implementation of river-lake chief systems, remarkable achievements have been made in water governance and management in Shanghai Municipality. Concerning the problems with water environment and weaknesses, Shanghai proposes a series of measures, including allocation of responsibilities and accountability, consolidating foundation for water governance, innovating management mechanism, concentrating long-term and sustainable management and results and effectiveness. It is expected that the other similar regions may draw lessons from their experiences and practices.
