摘要
终端区空域由多个扇区空域构成,每个扇区由一名主管制员管理,扇区内航路容量共同受管制员负荷影响。因而,终端区航路网络可看作是由若干"容量相关的"航路构成的集合。所谓"相关的"航路容量由航路上指挥单架航空器所产生的工作负荷和该航路上管制员的关注力分布量共同决定,其中管制员的关注力分布通过管制员的通信行为偏好获得。通过计算航路网络容量得到终端空域容量。方法将管制员因素纳入终端空域容量评估建模当中既是对容量评估方法体系的补充,也强调了人为因素在容量评估中的重要性。
This paper begins with the air traffic controller′s perspective and incorporates controller′s workload constraints into the terminal airspace capacity model.The terminal airspace is composed of multiple sectors.Each sector is managed by the respective controller and sector capacity is determined by control workload.So the terminal route network can be regarded as a combination of capacity-related route collections.The related capacity of the route is obtained based on the unit workload generated on the route and the distribution of controller′s attention which is obtained by analyzing the control preference.The capacity of the route network is calculated as the capacity of the terminal airspace.This method integrates the control workload into the modeling process which is an important complement to the capacity evaluation method of the terminal area and emphasizes the important role of the human factors in the capacity evaluation process.
