城市轨道交通初期运营前安全评估管理办法与技术规范研究

Research on safety assessment management method and technical specification in initial period before operation of urban rail transit

为有力保障城市轨道交通新建线路的安全运行,把好新线投入运营的第一道安全关口,同时为认真贯彻落实《国务院办公厅关于保障城市轨道交通安全运行的意见》和《城市轨道交通运营管理规定》的相关要求,中华人民共和国交通运输部于2019年初相继印发了《城市轨道交通初期运营前安全评估管理暂行办法》及《城市轨道交通初期运营前安全评估技术规范第1部分:地铁和轻轨》。针对管理办法和技术规范内容,从政策内容以及政策落实2个方面进行研究与解读,旨在助力城市轨道交通初期运营前安全评估法令政策的推进与落实。

In order to effectively guarantee the safe operation of newly constructed urban rail transit lines and put the new lines into safe operation, and to implement the relevant requirements of the Opinions of the General Offi ce of the State Council on Safeguarding the Safe Operation of Urban Rail Transit and the Rules on the Operation and Management of Urban Rail Transit, in early 2019, the Ministry of Transport of the Republic of China issued the Interim Methods for the Management of Safety Assessment in Initial Period before Operation of Urban Rail Transit and the Technical Specification for Safety Assessment in Initial Period before Operation of Urban Rail Transit Part 1: Metro and Light Rail. Focusing on the contents of management methods and technical specifications, this paper makes a thorough interpretation from the two aspects: policy description and policy implementation, aiming at promoting and implementing the decrees and policies of safety assessment in the initial period before operation of urban rail transit.
