摘要
学科建设是科技事业可持续发展的基石和内在原动力,学科建设运行评价是科研单位摸清家底、找准差距、对标发展、完善规划,实现长效高质量内涵发展的有效途径和举措。文章以江苏省农业科学院为例,在总结梳理学科建设基本情况和运行评价的基础上,分析了其在学科建设评价过程中存在的问题,围绕评价指标、评价方法、评价主体和评价结果应用展开讨论,为解决学科建设运行评价过程中"评什么、怎么评、谁来评、怎么用"的问题,提出明确评价指标、优化评价方法、拓展评价主体范围、强化结果应用等建议,以期为农业科研单位开展学科建设运行评价提供参考。
Discipline construction is the cornerstone and internal driving force for the sustainable development of science and technology, and discipline construction operation evaluation is an effective way and measure for scientific research institutions to find out the property, identify the gap, targeted development, perfecting plans and realize the long-term and high quality connotative development. Taking Jiangsu Academy of Agricultural Sciences as an example, the problems existing in the evaluation process of subject construction were analyzed on the basis of discipline construction and operational evaluation. The evaluation index, evaluation method and evaluation subject and the evaluation results were discussed. This paper provide suggestion for the "review what, how, who will review and how to use" in the evaluation process of discipline construction, and in order to provide the reference for agricultural scientific research units to carry out the evaluation subject construction, suggestions were put forward, such as making clear of the evaluation index, optimizing the evaluation method, expanding evaluation subject, and strengthening the usage of evaluation results.
