“后4%时代”云南省公共教育投入优化路径

摘要 在“后4%时代”,公共教育事业迎来高速发展的重要时期,尤其是边境少数民族地区通过国家政策的大力扶持,公共教育发展状况得到较大改观。然而边疆少数民族省份在公共教育投入中仍然面临问题与挑战。以云南省为例,由于其特殊的地理、历史原因,公共教育投入仍存在总量不足、结构失衡、负担不合理等现状。因此,建议通过加强法治建设,建立经费绩效考核体系;扩大投入中按绩效分配的比例;完善空间配置;提高公共教育投入意愿等优化云南省公共教育投入路径。 In the “post 4% era”, public education has ushered in an important period of rapid development, especially in the border minority areas through the strong support of national policies, and the development of public education has been greatly improved. However, the minority provinces in the border areas still face problems and challenges in public education investment. Taking Yunnan Province as an example, due to its special geographical and historical reasons, public education investment still has the status quo of insufficient total, structural imbalance and unreasonable burden. Therefore, it is recommended to strengthen the rule of law construction, establish a fund performance appraisal system;expand the proportion of investment in performance allocation;improve space allocation;improve public education investment willingness, etc. to optimize the public education investment path in Yunnan Province.
