新高考“综合素质评价”的困难及成本——兼论学生评价

摘要 新高考把对考生的“综合素质评价”作为学生毕业和录取的重要参考引发了一系列的讨论。在具体实施过程中,对学生进行综合素质评价由于标准无法统一、内容复杂、相关配套机制不完善等导致可行性不足和操作困难,教育界甚至整个社会将为此付出巨额成本。事实上,“综合素质评价”属于形成性评价,其价值在于促进学生的学习和成长。它应该在学生的日常学习和生活过程中随时随地进行,不追求统一的标准,也很难做到客观如实地记录和赋值。我们还需要做更多的研究和探索,克服高考招生录取过程中对考生“综合素质评价”面临的诸多困难,降低学校、教师乃至整个社会可能为此付出的成本,尤其是诚信和执法成本。 The new college entrance examination,which takes“comprehensive quality evaluation”as an important reference for students graduation and admission,touches off a series of discussions.In the specific implementation process,the evaluation of students comprehensive quality is inadequate and difficult to operate due to the lack of uniform standards,complex content and imperfect supporting mechanism.The education sector and even the whole society will pay a huge cost for this.The study points out that“comprehensive quality evaluation”is a formative evaluation,whose value lies in promoting students learning and growth.It should be carried out anytime and anywhere in the process of students daily study and life.It does not pursue uniform standards,nor can it record and assign values objectively and truthfully.At present,we need to do more research and exploration to overcome the difficulties and reduce the costs which schools,teachers and even society at large may incur,especially in terms of integrity and costs of law enforcement.
