摘要 中国高等教育学科评估过程会遭遇高校的变通应对,使评估效果削弱甚至功能异化,这已经成为学界的"共识"。学科评估的实质在执行过程中变服务为管控。在管控逻辑主导下,学科评估处于高等教育项目制管理下高度分化的科层结构中,这种结构产生了政策与组织间的利益博弈,导致组织机会主义行为,出现初衷与结果的偏差。解决执行偏差问题的关键在于政府角色从管控走向服务的转变,这就要求治理理念与实践的同步变革,只有这样才能校正治理逻辑,解决实际治理安排。 The discipline evaluation of higher education in our country will meet with adaptations from colleges and universities, making the evaluation effect weakened or even the function distorted. This has become a "consensus" in academic circles. In execution, the essence of discipline evaluation often changes from service to control. Under the control logic, discipline evaluation is in the highly differentiated branch structure under the management of higher education project system. This kind of structure produces the benefit game between policies and organizations, leading to the organizational opportunistic behavior and the result deviation from the original intention. The key to solve the problem of implementation deviation lies in the change of government role from control to service, which requires the synchronous transformation of governance concept and practice. Only in this way can governance logic be corrected and actual governance arrangements resolved.
