关于构建国家水网体系的若干考虑

Considerations on forming national water networks

围绕构建国家水网体系面临的新要求、新方向、新任务、新挑战和新需求,按照“是什么、差什么、为什么、抓什么、靠什么”的工作思路,提出了国家水网体系内涵特征、存在差距及问题原因,明确了构建国家水网体系的总体思路、主要任务和保障措施,对于确定国家水网总体布局、形成全国大水网、实现水资源空间均衡配置具有重要意义。

Centering on new requirement,new orientation,new task,new challenge and new demand of constructing national water network systems,based on the principle“what,what’s wrong,why,what to catch,what to rely on”,the connotation,characteristics,existing gap and problem reason of national water network system are pointed out in this study.The general thoughts,main task and guarantee meaures are also clearly given,which have great significance for determining the overall layout of water networks,forming national huge water networks and achieving spatial equilibrium of water resources distribution.
