赣南地区小水电分布现状及存在的主要问题分析——以会昌县为例

Current status and key issues of small hydropower development in southern part of Jiangxi Province——a case study of Huichang County

小水电站建设运行对生态环境的负面影响已逐渐引起人们的关注。以江西省赣州市会昌县为例,从地域分布、建设年代和装机容量等方面分析了赣南地区小水电在过去几十年的发展过程;剖析了小水电在合法合规性、安全性和生态环境方面面临的主要问题;对于对生态环境影响较大的水电站,提出了相应的整改措施。研究成果可为后期小水电全面整改工作提供参考。

The adverse impact of small hydropower station on ecology and environment has drawn a widely public attention.Illustrated by the example of Huichang County in Ganzhou City of Jiangxi Province,the development history of small hydropower in southern part of Ganzhou in the past decades has been reviewed in the respects of geographical distribution,construction period and installed capacity.Key issues in the process of small hydropower development such as its legal compliance,safety and ecological and environmental consequences are evaluated.Concerning the hydropower stations that has relatively big impact on ecology and environment,remedial measures are proposed and the study result can be used as a reference for the improvement of small hydropower development in the future.
