广东区域科技创新效率测评研究 被引量:2

Research on the Evaluation of Regional Scientific and Technological Innovation Efficiency in Guangdong

摘要 纳入政府资金投入与非期望产出建立指标体系,运用DEA-Malquist方法对2015-2017年广东区域科技创新效率进行评价分析。结果表明:广东科技创新效率在2015-2016年的下降幅度大于2016-2017年的上升幅度,技术进步效率为幅度升少降多的关键因素;科技创新效率大于1的城市分为两类,分别为技术进步推动和各组成效率综合推动,大部分城市呈现技术进步趋势;科技创新效率小于1的城市分为三类,分别为技术衰退、规模不经济和管理与组织方式滞后,绝大部分城市呈现规模不经济趋势;科技创新效率存在区域联合技术进步与规模经济,经营管理与组织变革存在聚集效应,且为正溢出效应,但科技创新的动力不足。因此,广东需继续加大科技创新资源投入,注重绿色生产技术进步,加强基础与应用研究,引进与培养科研高端人才,打造广东区域一体化开放融合的科技创新生态体系。 This paper incorporated government capital input and unexpected output to establish an index system,and evaluated and analyzed the efficiency of regional scientific and technological innovation of Guangdong from 2015 to 2017 by using DEA-Malquist method. The results show that: The decline range of the efficiency of scientific and technological innovation of Guangdong in 2015-2016 is greater than the rising range in 2016-2017,and the progress of the efficiency of technological is the key factor for it;cities of which the efficiency of scientific and technological innovation is greater than 1 can be divided into two categories: technological progress promotion and comprehensive promotion of the efficiency of components. Most cities show the trend of technological progress. Cities of the efficiency of which scientific and technological innovation is less than 1 can be divided into three categories: technological decline,scale inefficiency and lagging of management and organization. Most cities show the trend of scale inefficiency;the efficiency of scientific and technological innovation has regional joint technological progress and economies of scale. The management and organizational change has aggregation effect and positive spillover effect,but the motive force of scientific and technological innovation is insufficient.Therefore,Guangdong should continue to increase investment in the resources of scientific and technological innovation,pay attention to technological progress of green production,strengthen basic and applied research,introduce and train high-end scientific research talents,and build an open and integrated ecological system of scientific and technological innovation in Guangdong.
