安徽农业科技创新效率测度与创新能力提升对策 被引量:7

Measurement of Innovation Efficiency and Countermeasure to Promote Innovation Ability of Agricultural Science and Technology in Anhui Province

摘要 建立农业科技创新效率测度模型,构建评价指标体系,基于2006-2015年的数据,对安徽省农业科技创新效率进行测度,结果表明:安徽省农业科技创新效率整体不高,创新资源配置未实现最优状态。综合效率提升主要受到规模效率的拉动作用,而纯技术效率起到制约作用,制度运行效率和管理水平不足。从安徽省市际看,农业科技创新效率存在时空差异,但总体而言均有所上升。安徽农业科技创新能力提升应从完善体制机制、实施差异化战略、增强科技投资能力入手。 On the basis of building measurement model of agricultural science and technology innovation efficiency,and index system,based on the data from 2006 to 2015,the efficiency of agricultural scientific and technological innovation in Anhui Province was measured. The results show that the efficiency of agricultural scientific and technological innovation in Anhui Province is not high as a whole,and the allocation of innovative resources is not optimal. The promotion of comprehensive efficiency is mainly driven by scale efficiency,while pure technical efficiency plays a restrictive role,and the system operation efficiency and management level are insufficient. From the perspective of city in Anhui Province,the efficiency of agricultural science and technology innovation is different in time and space,but it has increased in general. The improvement of Anhui’s agricultural science and technology innovation ability should start with perfecting the system and mechanism,implementing the differentiation strategy and enhancing the ability of science and technology investment.
