摘要
海关程序优化及其对贸易的影响得到越来越多国家的关注。海关程序变化会引起产品质量的变化,即产品质量效应。运用中国自东盟热带水果进口的面板数据,研究中国海关清关时间对进口产品质量的影响。研究结果表明,海关程序优化产生的边境时间缩短将提高进口水果的质量,进而提高进口水果的数量。同时研究还发现,产品易腐烂程度越高,即产品对时间敏感度越高,海关程序对其质量的影响越显著。在中国大幅进口国外食品的背景下,海关程序优化对提升消费者福利水平有重要意义。
The optimization of customs procedures and their impact on trade has attracted the attention of more and more countries. The optimization has also caused variations in product quality,which is called product quality effect. This paper uses the panel data of China’s imports of tropical fruits from ASEAN to study the impact of customs clearance time on the quality of imported products.The results of the study show that the shortened border time generated by the optimization of customs procedures will increase the quality of imported fruits and thus the quantity of imported fruits. Moreover,the study also found that the higher the perishable degree of the product( the higher the sensitivity of the product to time),the more procedures is the impact of customs procedures on its quality. For China’s large import of foreign food,the optimization of customs proceduresis of great significance for improving the level of consumer welfare.
