2019年6月15日,学术期刊高质量发展研讨会暨《中州学刊》创刊40周年座谈会在郑州举行。近百名专家学者围绕学术期刊的社会功能与核心竞争力、学术期刊高质量发展与政府责任、学术期刊高质量发展与学术环境优化、学术期刊高质量发展与学术创新、学术期刊高质量发展与期刊内部管理改革创新等议题展开深入研讨。专家学者各抒己见,积极为推动学术期刊的高质量发展建言献策,提出许多有价值的观点和建议。本刊选登6位重要专家学者的发言观点以飨读者。喻阳认为,学术期刊高质量说到底就是文章的高质量问题,可以从文章有无新意、论证是否严谨充分、文字表达是否规范顺畅三个方面去判断一篇文章是否高质量;学术期刊实现高质量发展要具备三个条件,一是主管主办单位领导的重视和支持,二是有一个好的期刊领导班子,三是有一个好的编辑团队。陈玉梅认为,学术期刊高质量发展要与学术创新互促共进,要以期刊高质量发展引领推动学术创新。秦开凤认为,学术期刊高质量发展局面已经初步形成,学术期刊存在的一些乱象在一定程度上反映出政府的监管责任亟待强化,管理体制机制需要进一步理顺。徐祥民认为,构建中国特色哲学社会科学需要研究者和学术期刊携手前行,实现哲学社会科学的重大理论创新主要靠名学者和名刊。汤漳平认为,良好的办刊环境和学术氛围是办好学术期刊的重要条件,高质量的学术期刊要形成自己的风格和品位。王波认为,新时代学术期刊实现高质量发展需要期刊界携手共同推进“期刊共同体”建设,加强对编辑人员的培养,充分重视特色栏目的打造和传播。

On June 15, 2019, the seminar on the high quality development of academic journals and the Symposium on the 40th anniversary of the publication of Academic Journal of Zhongzhou were held in Zhengzhou. Nearly 100 experts and scholars have carried out in-depth research on the social functions and core competitiveness of academic journals, high-quality development of academic journals and government responsibility, high-quality development of academic journals and optimization of academic environment, high-quality development of academic journals and academic innovation, high-quality development of academic journals and innovation of internal management of journals. They expressed their opinions and actively offered suggestions to promote the high-quality development of academic journals, and put forward many valuable views and suggestions. This magazine published the views of six important experts and scholars for the readers. Yu Yang believes that the high quality of academic journals is the high quality of articles in the final analysis. Whether an article is of high quality can be judged from three aspects: whether the article is original, whether the argument is rigorous and sufficient, and whether the written expression is standard and smooth. Academic journals need three conditions to achieve high-quality development: first, the competent sponsor. Leaders should attach importance to and support them. Second, they should have a good leading group of periodicals, and third, they should have a good editorial team. Chen Yumei believes that the high-quality development of academic journals should promote mutual progress with academic innovation, and should be guided by the high-quality development of journals to promote academic innovation. Qin Kaifeng believes that the situation of high-quality development of academic journals has initially taken shape, and some chaotic phenomena in academic journals reflect to some extent that the government′s regulatory responsibility needs to be strengthened urgently, and the management system mechanism needs to be further straightened out. Xu Xiangmin believes that the construction of philosophy and social sciences with Chinese characteristics requires researchers and academic journals to advance hand in hand, and the major theoretical innovation of philosophy and social sciences mainly depends on famous scholars and journals. Tang Zhangping believes that a good environment and academic atmosphere are important conditions for running academic journals well, and high-quality academic journals should form their own style and taste. Wang Bo believes that to achieve high-quality development of academic journals in the new era, journals need to work together to promote the construction of "journal community", strengthen the training of editors, and pay full attention to the creation and dissemination of characteristic columns.
