世界银行OPRC合同在公路养护市场化中的应用探析

Analysis on the Application of OPRC Contract in Highway Maintenance Marketization

基于产出和性能的公路合同OPRC(Output and Performance Based Road Contract,简称OPRC合同),近年来,先后在印度、新西兰和利比里亚等国纷纷试点成功并推广,取得了不错的效果。安徽省公路养护工程是国内首度采用OPRC合同模式的工程,在借鉴其他各国成功经验的基础上,将OPRC合同的精髓本土化,既推进道路养护市场化的进程,又不与中国和本省的客观实际脱节。文章对此展开研究。

In recent years,OPRC(Output and Performance Based Road Contract)has been successfully piloted and promoted in India,New Zealand, Liberia and other countries,and achieved good results.However,there is no example of using OPRC contract for road maintenance project in China.Anhui highway maintenance is the first time to adopt OPRC contract mode in China.Based on the successful experience of other countries,the essence of OPRC contract is localized,which not only promotes the market-oriented process of road maintenance,but also not disconnects with the objective reality of China and this province.
