借鉴世界银行贷款项目选择咨询机构的招标计费模式

随着国家市场更加开放的迫切要求,市场经济下咨询机构招标和计费的方法也迫切需要按市场要求建立起来,而不是仍沿用原计划经济的招标和计费模式。可以借鉴世界银行《选择和雇佣咨询顾问指南》中的方法对国内咨询机构的招标和计费模式进行改革。世界银行贷款项目在中国选择咨询机构的方法一般推荐采用“基于服务质量和费用”(QCBS)的方式。

With the urgent requirement of a more open market, the method of selection and charging of consultant under the market economy also needs to be established according to market requirements, instead of still using the bidding and billing mode of the original planned economy. The selection and charging mode of domestic advisory bodies can be reformed using the methodology according to the World Bank's Guideline of Selecting Consultants. Selection of Consultants in World Bank financed projects in China generally adopts the“quality and cost based selection”(QCBS) method.
