科技政策的作用与历史考察——以我国中医药科技政策为例

The Role and Historical Investigation of Science and Technology Policy——Take the Science and Technology Policy of Chinese Medicine as an Example

基于历史考察,科技政策能够有效地促进科研和生产相互渗透与结合,以协调各方力量实现优势互补,进而在有限的资源范围内,最大限度地推进科研活动,推动科研成果的转化与产业发展。我国的中医药科技政策推动了中医药事业的传承与创新发展,先后经历了初步探索、执行偏差、重大转折、全面发展与全新振兴五大阶段。以中医药科技政策的历史考察为例,分析我国中医药发展的演变与经验,对当前中医药科学如何立足实际、完善机制、传承创新与健康发展具有重要理论与现实意义。

Based on historical investigation,science and technology policy can effectively promote the infiltration and integration of scientific research and production in order to coordinate the efforts of all parties to achieve complementary advantages,and then,within limited resources,maximizing the promotion of scientific research activities,promoting the transformation of scientific research results and industrial development. The science and technology policy of Chinese medicine has promoted the inheritance and innovation of the cause of Chinese medicine. It has gone through five stages: preliminary exploration,deviation in implementation,major turning point,all-round development and new revitalization. Taking the historical investigation of TCM science and technology policy as an example,this paper analyses the evolution and experience of TCM development in China,which has important theoretical and practical significance for enlightening how TCM science will have a perfect mechanism,inheritance innovation and healthy development based on reality.
