武汉市土地市场化发展状态及其时空格局演变研究

摘要 为了解武汉市土地市场化发展状况,明确其市场化程度的时空差异,最终促进武汉市土地市场的发展与完善。本文基于2010-2017年武汉市6878条微观土地出让数据,运用描述性分析、层次聚类分析等方法,对武汉市土地市场化发展的时空特征进行探究,研究得出:(1)2010-2017年武汉市及其13个行政区土地市场化发展迅速,土地市场化程度呈现波动上升趋势;(2)在用地类型上,武汉市商服用地和普通商品房用地市场化水平发展迅速,市场化程度高,而工业用地、仓储用地、公共用地一直处于低水平、低增长状态;(3)区域空间上,武汉市中心城区市场化程度最高,上升幅度较大;近郊区市场化程度较高,上升幅度最大;远郊区市场化程度最低,上升幅度最小,且远郊区与中心城区的相对差异逐步拉大,近郊区与中心城区的差异逐渐减小;(4)通过聚类分析,可将武汉市土地市场化进程划分为低、中、较高、高四个等级。低等级包括蔡甸区、东西湖、汉南区、黄陂区、新洲区;中等级包括洪山区、江夏区;较高等级包括汉阳区、硚口区、江岸区、青山区、武昌区;高等级包括江汉区。最后,根据研究结果提出了相应政策建议。 In order to understand the development of land marketization in Wuhan and to clarify the space-time differences of the degree of marketization, and ultimately to promote the development and improvement of land market in Wuhan.Based on the data of 6878 microproperty land transfer in Wuhan from 2010 to 2017, this paper uses descriptive analysis and hierarchical clustering analysis to explore the temporal and spatial characteristics of land market development in Wuhan. The research results show that:(1) Land marketization in Wuhan and its 13 administrative regions developed rapidly from 2010 to 2017, and the degree of land marketization showed an upward trend of fluctuation.(2) In terms of land use type, the marketization level of land for commercial use and common commercial housing in Wuhan has developed rapidly and the degree of marketization is high, while industrial land, storage land and public land have been at a low level and low growth state.(3) In the regional space, the central city of Wuhan has the highest degree of marketization, with a large increase;the suburban area has a higher degree of marketization, with the largest increase;the suburbs have the lowest degree of marketization, the smallest increase,and the relative difference between the far suburbs and the central urban area is gradually widening, and the difference between the suburbs and the central urban area is gradually decreasing.(4) Through cluster analysis, the marketization process of Wuhan land can be divided into four levels: low, medium, higher and highest. The low grades include Caidian District, Dongxi Lake, Hannan District, Huangpi District and Xinzhou District;the middle grade includes Hongshan District and Jiangxia District;the higher grades include Hanyang District, Qikou District, Jiang’an District, Qingshan District and Wuchang District;highest grades include Jianghan District. Finally, based on the research results, the corresponding policy recommendations were put forward.
