适应可再生能源配额制的电力市场交易体系研究 被引量:67

摘要 为适应我国出台的可再生能源配额制,设计了适应可再生能源配额制的电力市场体系。提出了基于曲线的可再生能源交易实施方式,解决了我国当前的可再生能源配额制方案只考虑消纳量、不评估用户对可再生能源发电友好性的问题,激励市场成员主动消纳可再生能源完成自身配额。设计的电力市场体系包括可再生能源中长期市场、可再生能源日前市场、日前电力交易市场、实时电力交易市场、消纳量二级交易市场和绿证申购市场。在常规能源的配合下优先消纳可再生能源,并通过消纳量二级交易市场对超额完成配额的用户予以奖励。探究了可再生能源价格随供求关系在常规能源价格和消纳量(绿证)价格之和下方波动的动态均衡过程,论证了所提出电力市场体系能够有效促进可再生能源消纳。 In order to adapt to the renewable portfolio standard (RPS) carried out in China, a comprehensive electricity market system is designed and a renewable energy transaction mode based on load profile is proposed. The problem is solved that only the amount of energy accommodation is considered and friendliness of the customer to renewable energy is not assessed in current RPS scheme. The proposed market design can encourage market participants to consume renewable energy actively to complete their quota. The market system includes renewable energy mid-long-term market, renewable energy day-ahead market, hourly bidding day-ahead market, real-time market, renewable energy consumption secondary trading market and green certificate market. Renewable energy has priority to be consumed with cooperation of conventional generators. The users who overfulfil the quota will be rewarded through the secondary trading market of renewable energy accommodation. The dynamic equilibrium process of renewable energy price fluctuation with supply and demand under the sum of conventional energy price and renewable energy accommodation (or green certificate) price is explored in this paper. Effectiveness of the proposed electricity market system in improving accommodation of renewable energy is demonstrated.
