“一带一路”背景下民族地区档案文献编研初探

A Study of Ethnic Minority Archives Compilation and Research under the Belt and Road Initiative

[目的/意义]我国少数民族地区蕴藏着丰富的民族档案文献遗产,在"一带一路"倡议背景下,民族地区档案文献编研工作具有重要现实意义。[方法/过程]从理论角度分析"一带一路"对民族地区档案文献编研的影响,从实践角度分析"一带一路"背景下民族地区档案文献编研的共性和个性,提出民族地区档案文献编研应注意的问题。[结果/结论]"一带一路"对民族地区档案文献编研的影响体现在三个方面:有助于民族档案文献编研的跨国合作;有助于民族地区档案文献编研特色化;有助于民族档案文献在发展和繁荣地区经济中发挥更大的作用。在对"一带一路"背景下民族地区档案文献编研的共性进行分析的基础上,分别对西藏、新疆、云南、广西四个地区的民族档案文献编研进行个性化研究。从产品、人才、知识产权三个方面提出民族地区档案文献编研应注意的问题。

[Purpose/significance] China's ethnic minority areas contain rich heritage of ethnic archives and documents. The compilation and research of archives and documents in ethnic minority areas has important practical significance under the Belt and Road Initiative.[Method/ process] This paper analyzes the influence of the Belt and Road Initiative on the compilation and research of archives in ethnic areas from the theoretical perspective. Also, it analyzes the commonness and individuality of the compilation and research of archives and documents in ethnic areas from the practical point of view, and puts forward the problems that should be paid attention to in the compilation and research of archives and documents in ethnic areas.[Result/ conclusion] The influence of the Belt and Road Initiative on the compilation and research of archives and documents in ethnic regions is reflected in three aspects: helpful for transnational cooperation in the compilation and research of national archives;helpful for the characteristic study of archival documents in ethnic regions;helpful for the national archives to play a greater role in the development and prosperity of regional economy. On the basis of the analysis of the generality of the compilation and research of the archives in the minority areas under the Belt and Road Initiative, individualized researches on the compilation and research of the national archives in four regions of Tibet, Xinjiang, Yunnan and Guangxi are carried out respectively. From the three aspects of products, talents and intellectual property rights,this paper puts forward the problems that should be paid attention to in the compilation and research of archives and documents in ethnic areas.
