排污许可证制度改革的总体发展方向是要打造"一证式"的管理模式,即以排污许可证制度为核心,构建全面整合污染源环境管理制度的体系,实现排污许可证对污染源在管理对象、管理时段、管理内容上的"一证式"全面监管.论文比较了中美排污许可证制度之间的差异,并结合当前我国推进"一证式"排污许可证管理的现状提出了改善参考建议.

The overall development direction of the reform of the pollutant discharge permit system is to create a "one permit" management mode, that is to say, take the pollutant discharge permit system as the core, build a system that comprehensively integrates the environmental management systemof pollution sources, and realize the "one permit" comprehensive supervision of pollution sources in terms ofmanagement objects, management periods and management contents. This paper compares the differences between Chinese and American pollutant discharge permit systems, and puts forward some suggestions for improvement based on the current situation of "one permit" pollutant discharge permitmanagement in China.
