论党内法规实施后评估指标体系之构建

On the Construction of Evaluation Index System after the Implementation of the Party′s Regulations

党内法规实施后评估指标体系是党内法规实施后评估制度的重要组成部分,设置党内法规实施后评估指标体系必须要遵循协调性原则、代表性原则、科学性原则、多元化原则。我们应在借鉴立法后评估指标体系的基础上,结合党内法规自身特色和实际情况,构建“七指标式(必要性、合理性、合法性、协调性、可行性、规范性、实效性)”的党内法规实施后评估指标体系。

The evaluation index system after the implementation of the Party’s internal regulations is an important part of the post-implementation evaluation system of the Party’s internal laws and regulations.After the implementation of the Party’s internal regulations,the evaluation index system must follow the principles of coordination,representativeness,scientific principles,and pluralism.On the basis of drawing lessons from the index system of post-legislation evaluation,and combining with the characteristics and actual situation of the inner-party regulations,we should construct the index system of post-implementation evaluation of the inner-party regulations based on the seven-index formula(necessity,rationality,legitimacy,coordination,feasibility,standardization and effectiveness).
