武汉市小城镇应对收缩的适应性发展路径探索——以新洲区汪集街为例

A Study on the Adaptive Development Path of Small Towns in Wuhan to Deal with Shrinkage:A Case Study of Wangji in Xinzhou District

基于公开统计数据和实地调研结果发现,武汉市小城镇出现人□总量减少、镇村空间"小集聚、大分散"离散的现象,并在某些领域或职能方面显现出"失活"、“消退"等收缩态势。这种收缩态势在区域城镇化背景下兼具合理性和风险性,只有通过积极的科学认知与系统判断,才能在停滞、萎缩的危机中催生、激发出相关小城镇对于区域新功能的适应性创新动机与动力。本文通过对相关数据的收集和整理,从武汉市小城镇收缩现象入手,对其收缩的特征、成因、影响进行探索性研究,并结合具体的实证案例,提出"主动调整职能定位、积极融入区域发展;构建区域网络型城一镇一村层级模式、消除线性层级关系下的依赖惯性;以特色性与特长性要素为突破□寻求特色化发展"的应对收缩的小城镇适应性发展路径。

Based on the published statistics and the results of field research, it is found that small towns in Wuhan have witnessed a decrease in population, a great dispersion in space featuring small concentration and wide-spread dispersion, as well as the shrinkage including inactivation and regression in some areas or functions. The shrinkage of small towns is reasonable but risky in the context of regional urbanization. Only through positive scientific cognition and systematic judgment can adaptive innovation motive and impetus of relevant small towns to the regional new functions be motivated in the stagnation and atrophy. Based on the specific case study, this paper explores the characteristics, causes and effects of the shrinkage in small towns in Wuhan, and puts forward its adaptive development path to cope with the shrinkage, including the connection between the regional development and active attitude, the construct of regional network of city-town-village mode, and the exploration of characteristic development with specializations.
