Stabilizing Sugarcane Production Path in Guangxi

90年代末期,特别是我国加入WT0后,由于受到巴西、印度、泰国等国家低糖价的影响,以及走私糖的冲击。国内市场糖价低迷,广西、云南、广东等我国主要蔗糖区,不少制糖企业亏本,甘蔗收购价格下降,农民种甘蔗积极性不高,甘蔗面积、产量下滑。另外,个别县甘蔗款仍然有打“白条”现象。有的县榨蔗和砍收计划安排不合理,有时候出现甘蔗积压地头现象,蔗农意见很大。我国政府及时采取有力措施,在广西、云南、广东等甘蔗主产区拨出专款扶持建设高产高糖糖料蔗“双高”生产核心基地,取得明显的效果,现在糖料蔗市场价格基本稳定,蔗农种蔗积极性有所提高,糖料蔗单产有所提高。2016/2017榨季,广西糖料蔗收购首付价为480元/t,比2015/2016榨季提高了40元/t,增幅9.1%。根据桂价格(2018)110号文件精神,2018/2019年糖料蔗收购价格首付490元/t。2017年5月22日,中国实行贸易保障措施,自动进口许可和贸易保障措施对于有序进口发挥促进作用⑵。稳定了我国糖料蔗市场,保护了我国食糖安全。

In the late 1990s, especially after China's entry into WTO, it was affected by low sugar prices in Brazil, India, Thailand and other countries, as well as the impact of sugar smuggling. Sugar prices are low in the domestic market. In the main sugarcane regions of China, such as Guangxi, Yunnan and Guangdong, many sugar-making enterprises are losing money. Sugarcane purchasing prices have declined. Farmers'enthusiasm for planting sugarcane is not high. Sugarcane area and yield have declined. In addition, the money doesn't paid off timely in some regions. Some counties have unreasonable plans for sugarcane extraction and harvesting, and sometimes there is a backlog of sugarcane. Sugarcane farmers have great opinions. Our government took effective measures in time to allocate special funds to support the construction of "double-high" core production bases for sugarcane with high yield and high sugar content in the main sugarcane producing areas of Guangxi, Yunnan and Guangdong, and achieved remarkable results. Now the market price of sug arcane is basically stable, the enthusiasm of sugarcane farmers has increased, and the yield of sugarcane has increased. In the 2016/2017 extraction season, the down payment for sugar cane purchase in Guangxi was 480 yuan/t, which was 40 yuan/t higher than that in the 2015/2016 extraction season, an increase of 9.1 %.According to the spirit of Gui Price Document (2018) 110, the down payment of sugar cane purchase price in 2018/2019 is 490 yuan/t. On May 22, 2017, China implemented trade safeguard measures. Automatic import licensing and trade safeguard measures played a role in promoting orderly imports. It stabilizes the sugar cane market and protects the sugar safety of our country.
