中国引领投资便利化国际合作的证立与实现

International Cooperation for Investment Facilitation and China’s Response

投资便利化国际合作是当前国际发展政策制定中的热点问题,已经在多边层面达成了宣言式共识,但由于多边体制自身的诸多困难,该议题在多边层面面临着强大的阻力,仅通过跨国间立法形成了各国间的协调共识。中国推动投资便利化国际合作具有政治和经济上的双重驱动力。中国借助自贸试验区国家战略已经完成了投资便利化创新举措,形成了一定的国际影响力。实现引领投资便利化国际合作需要中国在基本原则、具体内容、规则体系和监测评价等几个方面都提供中式方案。

International cooperation for investment facilitation is a hot issue in the current international development policy formulation. A declaration-style consensus has been reached at the multilateral level. However, due to the difficulties of the multilateral system itself, the issue faces strong resistance at the multilateral level. Transnational Legislation has formed a consensus among nations, while inter-state legislation is limited. There are driving forces from both political and economic perspective in China’s promotion of international cooperation for investment facilitation. All of China’s 13 Pilot Free Trade Zones provide investment facilitation measures in the overall plan,which has formed a certain international influence. Realizing international cooperation leading investment facilitation requires China to provide Chinese-style plan in four aspects: basic principles, specific contents, rules and systems, monitoring and evaluation.
