多元主体参与社会治安协同治理是一种新兴的社会治理模式。当前,该模式具有治理主体多元化、治理体制系统化、治理技术现代化的时代特征,同时也存在公众缺乏主体意识、社会组织独立性不强、市场供给存在公共风险等突出问题。为了突破治理的瓶颈,公安机关应通过激发公众的参与意识、优化社会组织的培育机制、完善市场组织监督考核制度等措施来引导各类主体的有序参与。

Multiple subjects participating in the coordinated governance of public security is a new model of social governance.At present,this model has the characteristics of the era of diversification of governance subjects,systematization of governance system,and modernization of governance technology.At the same time,there are also prominent problems such as the lack of subject consciousness of the public,weak independence of social organizations and public risks in market supply.In order to break through the bottleneck of governance,public security organs should guide the orderly participation of all kinds of subjects by stimulating public participation awareness,optimizing the cultivation mechanism of social organizations and perfecting the supervision and assessment system of market organizations.
