互联网内容的失范、原因和治理

Anomie, Causes and Governance of Internet Content

内容生态是网络空间的“钙”,深深影响着国家、社会和文化的精神状态和健康状态。本文聚焦于中国网络空间的内容治理层面,认为目前网络内容存在着低俗信息、隐私侵犯、盗版侵权等诸多失范现象,其背后的原因包括资本的逐利性和社会责任之间、内容膨胀和监管滞后之间以及网络社会的变迁与网民媒介素养之间存在的矛盾。对于此,笔者从生产、用户和监管三个环节对网络内容的治理提出建议,以期互联网内容的规范有序呈现与发展。

Content ecology is the“calcium”of cyberspace,which deeply affects the state of mind and health of the country,society and culture.This article focuses on the content governance of China's cyber space.At present,there are many anomie phenomena in cyber content,such as vulgar information,invasion of privacy,piracy and infringement.The reasons behind this include the contradiction between the profit-seeking nature of capital and social responsibility,the contradiction between the expansion of content and the lag of supervision,and the contradiction between the changes of network society and the media literacy of netizens.For this,the author will put forward suggestions on the governance of network content from three aspects:production,users and supervision.
