产业精准扶贫模式及长效机制研究

Research on Precision Poverty Alleviation Model of Industry and Its Long-term Mechanism

产业精准扶贫是当前我国扶贫攻坚的重要方式,研究产业精准扶贫模式及长效机制具有现实价值。本文跳出从产业扶贫组织形态研究产业扶贫模式的惯性思维,从产业分类角度切入,探讨了第一、第二、第三产业精准扶贫模式及第一、二、三产业融合发展精准扶贫模式;同时从扶贫产业选择科学论证、扶贫产业新型经营主体选择培育、贫困农户脱贫内生动力激发、产业扶贫效果评价考核等方面,研究了产业扶贫的长效机制。

Precise industrial poverty alleviation is an important way to tackle poverty in China.It is of practical value to study the model and long-term mechanism of precise industrial poverty alleviation.The paper,by jumping out of the inertia thinking of studying the industrial poverty alleviation model from its organizational form and from the perspective of industrial classification,probes into the precise poverty alleviation model of the primary,secondary and tertiary industries and the precise poverty alleviation model of the integrated development;at the same time,long-term mechanism of precise industrial poverty alleviation is studied in the aspect of the scientific demonstration of the choice of the poverty alleviation industry,the selection and cultivation of new business entities of the poverty alleviation industry,and the development and evaluation of industrial poverty alleviation effect.
