摘要
为研究江苏生态环境治理情况,文章建立评价指标体系并利用主成分分析法降维,分别运用SBM模型和全要素生产率(TFP)指数对江苏省13地市2007-2016年的生态环境治理绩效进行静态和动态分析。结果显示:江苏平均生态环境治理绩效值仅为0.72,整体有待改进;江苏南北生态环境治理差距较大,区域间生态环境治理绩效呈现两极化;从静态分析角度来看,江苏生态环境治理绩效呈波动下降趋势;江苏整体生态环境治理绩效下降,主要是因为规模不经济的问题;从动态分析角度来看,江苏环境治理TFP指数整体呈上升趋势。最后,根据结论提出有针对性的对策建议。
In order to study the ecological environment governance in Jiangsu province,the evaluation index system is established and dimensionality is reduced by principal component analysis. Static analysis and dynamic analysis of environmental governance performance of 13 cities in Jiangsu province from 2007 to 2016 are carried out by using Slacks-based Model and total factor productivity(TFP)index respectively. The results show that Jiangsu province needs to be improved with the average performance value of ecological environment management is only 0.72. There is a big gap between the performance of ecological environment governance in South and North of Jiangsu province and the performance of regional ecological environment governance is polarized. From the perspective of static analysis,the performance of ecological environment governance in Jiangsu province shows a fluctuating downward trend. The overall performance of ecological environment governance in Jiangsu province has declined mainly because of the problem of uneconomical scale. From the perspective of dynamic analysis,the TFP index of environmental governance in Jiangsu province is on the rise. Finally,according to the conclusions,the suggestions to improve the performance of ecological environment governance are put forward.
