摘要
人才是发展的第一资源,也是经济社会发展的不竭动力。近年来,河南省人才工作取得积极成效,但仍存在着人才总量相对不足、人才结构不尽合理、人才发展基础不强、人才政策竞争力不够、人才管理体制僵化等问题。因此,亟须创新河南省人才体制机制,加快建立灵活高效的人才管理体制、构建更有吸引力的人才集聚机制、坚持需求导向的人才培养机制、创新科学有效的人才评价激励机制、健全人才优先发展保障机制等,为全省打造人才高地、转换发展动力、促进经济高质量发展、助推经济强省建设、提供重要支撑。
Talent is the first resource for development and the inexhaustible motive force for eco.nomic and social development.In recent years,the work of talents in Henan Province has achieved positive results,but there are still some problems,such as relatively insufficient total number of talents,unreasonable structure of talents,weak foundation for talent development,in.adequate competitiveness of talent policy,rigid talent management system,and so on.It is ur.gent to innovate the talent system and mechanism in Henan Province and speed up the establish.ment of flexible and efficient talent management system.In order to build a talent plateau,trans.form the driving force of development,promote high-quality economic development,promote the construction of a strong province,and provided support,we should establish a rational system,build a more attractive talent gathering mechanism,adhere to the demand-oriented talent train.ing mechanism,innovate a scientific and effective talent evaluation and incentive mechanism,and improve the talent priority development guarantee mechanism.
