数字档案室应用系统功能评价指标解析

根据国家档案局数字档案室试点单位建设对应用系统功能的要求,对照国家档案局2016年底颁布的《数字档案室评价办法》中有关应用系统建设的各项评价指标和细则,从中看出《数字档案室评价办法》对于档案业务系统建设方面的许多功能指标是前所未有的新规定和新要求。本文即对其中有关业务系统所应具备的自动或半自动鉴定电子文件归档范围、元数据采集、元数据值有效性验证设置、配置工作流程开展处置鉴定、续存、销毁、移交、开放鉴定工作、对归档电子文件自动进行格式转换、对档案目录和元数据项目进行规范性自动检查、系统的三元管理等功能的相关评价指标进行深入解析,希望能对档案同仁建设数字档案室业务系统提供参考。

According to the requirements of the pilot construction of the digital archives of the National Archives Bureau for the functions of the application system.In contrast to the evaluation indicators and rules relating to the construction of application system in the Measures for evaluation of digital archives issued by the National Archives Office at the end of 2016,it can be seen that in the evaluation methods for the archives management system construction of many functional indicators are unprecedented new provisions and new requirements.This article will give an in-depth interpretation of the evaluation indicators for the functions that should be provided by the application system,such as automatic or semiautomatic identification of electronic file archiving scope,meta-data collection,verification of metadata value validity,configuration workflow for disposal identification,survival,destruction,transfer,open identification of archives,automatic format conversion of archived electronic documents,Standardized automatic inspection of archive catalogs and metadata items,three-member management of the system,etc.We hope to provide reference for the construction of digital archives application system for archives colleagues.
