陈云在主持制定和组织实施第一个五年计划及后来的经济建设中,始终把建立独立、完整的工业体系摆在中心位置,并为此大力推动计划经济体制的确立,提出和坚持综合平衡的原则,紧紧扭住具有决定意义的骨干项目,想方设法解决人才缺口问题,高度重视对引进技术的学习、吸收、消化和掌握,从而有效克服了当时资金、物资、人才极度匮乏的困难,保证了“一五”建设的顺利进行,使我国奠定了独立、完整的工业体系和国民经济体系的基础。

Chen Yun had always placed the establishment of the independent and complete industrial system at the centre of the formulation and organization of the First Five-Year Plan and the subsequent economic constructions. He had vigorously promoted the establishment of the planned economic system, put forward and adhered to the principle of comprehensive balance, firmly grasped the key projects with the decisive significance, tried to solve the problems of talents shortage and attached great importance to the study, absorption, digestion and mastery of imported technology, which effectively overcame the difficulties of the extreme shortage of funds, materials and talents at that time, guaranteed the smooth progress of the First Five-Year Plan construction and laid the foundation of the independent and complete industrial system and national economic system in China.
