Supply-side Reform of Public Services Based on “Big Data Drive”

在大数据研究热潮背后,概念的浮泛化、意识的矛盾化、领域的扩散化等模糊化解读现象在相当大程度上稀释甚至掩盖了大数据精准化属性,包括公共部门在内的诸多社会主体逐渐陷入“数据迷失”困局。仅仅停留在概念内涵层面的探讨无力进一步释放大数据的变革潜力,强调实践取向的“大数据驱动”理念已成发挥其实际效能的基本前提。作为对大数据理念的实操性行为倾向,“大数据驱动”的根本特征在于以大数据实践中的变革作用替代概念性解读。在“大数据驱动”理念下推动公共服务供给侧改革,应遵从“数据-技术-政策-制度”的驱动路径,以推动供给精细化与体制机制的渐进转型,从而实现短期目标与长期价值的共赢。

Behind the upsurge of big data research,the fuzziness of interpretation, such as the floating of concepts, the contradiction of consciousness and the diffusion of fields, has diluted or even covered up the accuracy of big data to a considerable extent. Many social subjects, including the public sector, have gradually fallen into the dilemma of “ Data Loss”. The discussion that only stays at the conceptual connotation level is unable to further release the transformation potential of “big data”. The concept of “Big Data Drive” which emphasizes the practice orientation has become the basic premise of its actual effectiveness.As a practical behavioral tendency of big data concept, the fundamental characteristic of “Big Data Drive” lies in replacing conceptual interpretation with the role of transformation in big data practice. To upgrade the supply-side reform of public services under the concept of “ Big Data Drive”, we should follow the driving path of “data- technology-policy-system” to promote the refinement of supply and the gradual transformation of institutional mechanism, so as to achieve a win-win situation between short-term goals and long-term values.
