摘要
本文采用三阶段DEA模型方法,在有效剔除政府补贴、外部融资、服务人员等外部环境变量的基础上,分析了我国众创空间的创新创业效率及各省份之间的差异。研究结果表明,环境变量对众创空间创新创业效率均产生了显著影响。剔除外部因素后,各省份整体的众创空间平均效率较调整之前有所提升,人员和经费投入冗余比例显著下降。东中部发达地区众创空间平均综合效率整体高于中西部欠发达地区,同时众创空间的规模效率整体相对较低,有待进一步提升。综合研究结论,众创空间的高效运营亟需实现政府资助、政策引导和环境建设的统一,并逐步完善监管体制机制,积极培育市场化专业化服务机构。
In this paper we use a three-stage DEA model to analyze the innovation and entrepreneurial efficiencies of the crowd innovation spaces of China and the differences between provinces after the exclusion of the impact of the environment variables such as funding intensity of government,external financing and servicing staffs and so on.The research results show that the environmental variables have significant impact on the innovation and entrepreneurial efficiencies.The average efficiency of the crowd innovation spaces of China is improved,and the proportions of the input redundancy of staff and funding inputs have declined significantly after the adjustment of input variables.The average efficiency of the crowd innovation spaces in the developed areas of the eastern and central regions is higher than that of the less-developed areas of the central and western regions.The scale efficiencies of the crowd innovation spaces are relatively low overall and the scale efficiencies need to be further improved.The research conclusions show that the efficient operation of the crowd innovation spaces urgently needs to realize the unity of government subsidies,policy guidance and environmental construction,and improve the supervision mechanism gradually,cultivate market-oriented specialized organizations actively.
