统筹构建协同高效的应急管理体制

Building of a coordinated and efficient emergency management system

结合新组建的南京市应急管理局工作实际,从筑牢思想保障基础、强化监管责任落实、重视加强顶层设计、提升科技支撑能力、强化风险治理管控等方面,提出了应急管理部门立足新起点、找准新定位、顺应新要求、开创新局面的改革举措。

Combined with the work practice of the newly-established Nanjing Emergency Management Bureau, this paper puts forward that the Emergency Management Department should base itself on a new starting point, find a new orientation, conform to the new requirements and open up from the following aspects: strengthening the ideological guarantee foundation, strengthening the implementation of supervision responsibility, paying attention to strengthening top-level design, enhancing the ability of science and technology support, and strengthening the management and control of risk management.
