Lessons from the Fiscal Policy of Japan’s Economic Transition Period

20世纪90年代以来,日本政府采取了一系列积极的财政政策,以应对经济泡沫破灭对经济的影响,其财政政策也经历了扩张、收缩、扩张几个阶段的变化。总体来看,日本财政政策受其政府内阁变更频繁影响,财政政策在扩张和追求财政收支平衡之间摇摆,但总体上也呈现出社保支出刚性增加、基础设施建设投入减少、侧重支持小微企业以保持经济发展的活力等特点,为我国在经济新常态下的财政政策提供了有益的启示。

Since the 1990 s,the Japanese government has adopted a series of positive fiscal policies to cope with the impact of the economic bubble burst on the economy.Its fiscal policy has also undergone several stages of expansion,contraction and expansion.Affected by the changes in the cabinet of the government,the fiscal policy swayed between expansion and the pursuit of fiscal balance,but overall it also showed an increase in the rigidity of social security expenditure,reduced investment in infrastructure construction,and focused on supporting small and micro enterprises to maintain the vitality of economic development.And so on,it provides useful enlightenment for China’s fiscal policy under the new economic normal.
