摘要
基于“双一流”建设的推进机制、政策目标、建设任务、改革任务的分析框架,将30个省(市、自治区)分为东部、中部、西部及东北部地区四个经济发展带,对“双一流”建设方案进行文本分析。分析发现地方“双一流”建设政策方案存在人才队伍建设路径强调引进与培养并重,成果转化力度、整体重视程度偏低,高等教育国际交流层面有待进一步落实,东部地区建设任务责任主体模糊化等4个方面的问题。提出应进一步提升地方政策在经费管理、明确建设责任主体及产教融合方面的有效性建议。
Based on the analysis framework of the promotion mechanism,policy objectives,construction tasks and reform tasks of“double first-class”construction,30 provinces(municipalities or autonomous regions)are divided into four economic development zones:eastern,central,western and northeastern regions.A text analysis of the two-first-class construction plans found that the local“double-first-class”construction policy plan has a talent team construction path that emphasizes both introduction and training,and the overall emphasis on the transformation of results is low.The international exchange level of higher education needs to be further implemented.Four aspects of the task responsibility subject are blurred.It is proposed that the effectiveness of local policies should be further improved in terms of fund management,clear construction responsibility,and integration of production and education.
