摘要 随着国家"双一流"战略的驱动,中国各一流大学建设高校相继出台"双一流"建设方案。选取中国41所一流大学建设高校制定的"双一流"政策文本进行详细分析,其典型特征表现为短时间内集中发布、政策名称和文本结构趋同、一流学科建设成为推进"双一流"的牵引与核心,存在的问题包括发展阶段的划分理想导向高于客观实际、自上而下的政策制定和执行模式难以有效地激发大学基层学术组织积极性、构建现代大学制度的重视程度不足。在"双一流"建设推进过程中,中国高校应进一步优化政策。 With the drive of the national "two-class" strategy, China’s leading universities have issued "two-class" construction programs successively. A detailed analysis of the "two-class" policy texts formulated by 41 universities in China’s top universities has been conducted. The typical characteristics are as follows: centralized publication within a short period of time, convergence of policy names and text structures, and disciplinary development as traction and core issues. The problems are: The ideal division in the development stage is higher than the objective reality;the top-down policy formulation and implementation model is difficult to motivate the enthusiasm of university grassroots academic organizations effectively and the lack of the importance of constructing a modern university system. In the process of advancing "two-class"construction, Chinese universities should further optimize policies.
