站在新时代的历史节点,回头审视40年静水流深的高校去行政化改革历程,不期而至的阻力致使改革虽有突破但阶段性成果收效甚微,高开低走的态势也预示着改革深陷类似"托克维尔困境"和权力C位争夺的泥淖。揆诸背后原因,无外乎理论移植"半合"、现实利益考量与文化惰性制约等因素于中作祟。牺牲凭借学术得彰跻身世界前列的可能以换取政治稳定和行政效率的策略,已经不再匹配我国在新时代建设"双一流"大学的壮志、建立现代大学制度的雄心和建成教育强国的意图,唯有立于改革合法性、必然性、紧迫性的三维理性基点上,从捍卫国家根本利益的战略高度审视是非得失,才能消解黏附在高校身上的"行政全能主义",甩脱眼前利弊羁绊和过度的权力迷恋,从而对改革走向做出基本的研判,进而澄清人们身处改革歧路的彷徨迷思。

Taking colleges and universities as the center and standing at the historical node of the new era, we will look back at the course of the reform of the deep still water flow in the past 40 years. The unexpected series of problems have led to a breakthrough in the reform, but the phased results have had little effect. The situation of high opening and low walking also indicates that reform is mired in a quaggy similar to Tocqueville’s predicament and the struggle for power C. The reasons behind the auction are nothing more than the half-cooperation of theoretical transplantation, the consideration of practical interests and the restriction of cultural inertia. Sacrificing the strategy of deliberately exchanging political stability and administrative efficiency, which may be at the forefront of the world by virtue of academic excellence, is no longer matched with the ambition of building "double first-class" universities in the new era. The ambition to establish a modern university system and the intention to realize an educational power can only be based on the three-dimensional rational basis of reform legitimacy, necessity and urgency, and examine the gains and losses from the strategic point of view of safeguarding the fundamental interests of the country, in order to eliminate the "administrative omnipotence" attached to social organizations such as colleges and universities, get rid of the current pros and cons and the infatuation of power itself, and make a basic judgment on the direction of reform, so as to clarify the confusion that people are in the wrong way of reform.
