摘要
中国高等教育走出去,走进目标国家或地区,需要铺垫三大基石:一是增强语言服务能力,培养数量充足的复合型外语人才。这是中国高等教育走出去的必要条件。二是加强中外人文交流,促进多元文化的理解与认同。这是中国高等教育走出去的民心资本。三是系统编译和研究目标国家或地区的教育政策法规,加强双方的教育政策沟通。这是中国高等教育走出去的行动指南。
Three cornerstones need to be laid for China’s higher education to go abroad and enter target countries or regions: First, to enhance the ability of language service and cultivate a sufficient number of compound foreign language talents, which is a necessary condition for China’s higher education to go abroad. The second is to strengthen people-to-people exchanges between China and foreign countries and promote multicultural understanding and identification. This is the public capital for China’s higher education to go abroad. Third, systematically compile and study the educational policies and regulations of the target countries or regions, and strengthen the communication of educational policies between the two sides. This is the action guide for China’s higher education to go abroad.
