摘要
改革与发展是我国高等教育中外合作办学发展的历史主线。从纵向来看,中外合作办学大致经历谨慎探索与缓慢发展、政府鼓励与规模扩张、制度完善与规范调整、质量提升与特色发展等四个阶段。运用统计法和调查法研究发现,当前我国中外合作办学在合作地区、层次、区域分布、科类结构和满意度等方面表现出新的发展特点。要推动新时代中外合作办学进一步繁荣向前,需要以优化概念体系与法律法规、加强宏观设计与科学引导、明晰发展方向与凝聚重点、推进要素变革与国际合作、促进境内办学与境外办学等为主要任务,实现规范化、系统化、特色化、优质化和双边化发展。
Reform and development is the historical mainline of Chinese-foreign cooperation in higher education. Vertically, Chinese-foreign cooperation in running schools has experienced four stages: cautious exploration and slow development, government encouragement and scale expansion, system improvement and regulation adjustment, quality improvement and characteristic development. With statistical and investigation methods, it is found that Chinese-foreign cooperative education has shown new development characteristics in terms of cooperation areas and levels, regional distribution, departmental structure and satisfaction.To promote the further prosperity of Chinese-foreign cooperative education, it is necessary to optimize the conceptual system and laws and regulations, strengthen macroscopic design and scientific guidance, clarify the development direction and cohesion focuses, promote factor reform and international cooperation and promote domestic and overseas education.Thus, the standardized, systematic, characteristic, quality and bilateral development will be realized.
