Re-examination of Chinese Public Administrative Organization Based on “China’s Development Paradox”——An Analytical Framework of “Rational-Politics”

在批判官僚制以及超越官僚制的探索中,人们往往忽视了官僚制理想类型与现实实践之间的差异。"中国发展悖论"的存在需要我们重新审视中国公共行政组织的特征和运行逻辑。在"工具理性—政治协调"的二维分析框架中,中国公共行政组织当前处于低度工具理性和高度政治领导阶段。政治对行政的领导一方面消弭了行政组织中价值理性与工具理性之间的张力,另一方面也存在改进空间。工具理性与政治领导的共融构成中国公共行政组织的发展之维,有选择、有层次地吸取"官僚制"的积极要素来提升工具理性的同时,需要推动政治领导行政组织的法制化和政治领导方式的多元化。

In the exploration of bureaucracy,people tend to ignore the difference between the ideal type and realistic practice of bureaucracy.Facing the"China development paradox",we need to review China's public administrative organization characteristics and its operation of logic.In the two dimensional analysis framework of"instrumental rationality and political coordination",China's public administrative organization is currently in a stage of low degree of instrumental rationality and high level of political leadership.Political leadership of the administration,on the one hand,is to eliminate the tension between the value of administrative organization and instrumental rationality;on the other hand,it remains some space for improvement.The integration of instrumental rationality and political leadership should be a dimension of promoting the quality of China's public administrative organization.We should absorb the positive elements of"bureaucracy"to enhance the tool rationality,at the same time,we need to promote the legalization of political leadership and the diversification of political leadership approach.
