民办医院网络结构与医药卫生体制改革政策扩散——一项社会网络分析

The Policy Diffusion and Private Hospitals: A Social Network Analysis of Putian Bangs

论文重点探讨中国医药卫生体制改革政策的扩散过程中,民办医院是否及如何改变公共政策的执行。运用社会网络分析方法(SNA),以福建莆田系医院为研究对象,分析医院及其董事成员的节点和联系边,用UCINET软件生成网络拓扑图,进行定性定量结合的混合研究。研究表明,在中国医药卫生体制改革中,公共政策的扩散、变异受行动者社会网络结构的影响;所形成的全新民办医院网络结构会重塑各利益相关主体的行为选择,从而改变公共政策执行的方向与性质;其网络中的关键核心节点,具有较高的政策扩散能力;网络的快速发展阶段形成于结构洞突然变化之际。文章的实证研究,深化了对公共政策的研究,并拓展了公共治理新的研究方向。

This Paper aims to explore social network structure in the process of public policy diffusion in public medical reform based on social network analysis(SNA). Drawing on the quantitative research with data of private hospitals as Putian bangs,UCINET is explored to generate the social mechanism of policy diffusion. The whole network structure,network density,accessibility,clustering coefficient,and the centrality are based on the node’s matrix data. The analysis reveals that the dissemination and diffusion of the Putian bangs’ private hospitals is characterized by a complexity and dynamic nature,and based on a social network structure. This paper expands the application of SNA in public policy diffusion and practical governance.
